relating to natural resources; appropriating money to implement riparian buffers.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; GRANTS TO IMPLEMENT BUFFERS.

new text begin $5,000,000 in fiscal year 2018 and $5,000,000 in fiscal year 2019 are appropriated from
the clean water fund to the Board of Water and Soil Resources for grants to soil and water
conservation districts to share costs with landowners for implementing riparian buffers or
alternative practices on public waters. This is a onetime appropriation and must be expended
by June 30, 2020. The grants are available only to soil and water conservation districts and
landowners having land in the Red River of the North basin outside the area served by the
conservation reserve enhancement program.
