A bill for an act
relating to education; requesting an evaluation of the impact of testing on local
resources at school districts and charter schools.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DEPARTMENT OF EDUCATION; ASSESSMENT EVALUATION AND
REPORT.

new text begin (a) The Department of Education must develop a method to evaluate the impact of
statewide testing on the local resources of school districts and charter schools. Resources
include but are not limited to staff, technology, student time, and network access. The
department must design the evaluation in collaboration with school districts and charter
schools to create a process that minimizes the impact on school districts and charter schools.

new text begin (b) The commissioner must report to the chairs and the ranking minority members of
the legislative committees having jurisdiction over early childhood through grade 12
education on the proposed evaluation method, resources needed, and amount of time needed
to implement the evaluation in time for the 2018 legislative session.
