A bill for an act
relating to public safety; establishing targeted domestic violence prevention
programming; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The commissioner of corrections shall develop and
implement a tool to identify offenders who are at highest risk to commit domestic violence
offenses upon release from confinement.

new text begin The commissioner shall identify accepted best practices for
providing domestic violence prevention programming to offenders and shall provide
programming consistent with accepted best practices to offenders identified as being at
highest risk to commit domestic violence offenses upon release from confinement.

new text begin By January 15, 2019, the commissioner of corrections shall submit a
report to the chairs of the house of representatives and senate committees with jurisdiction
over public safety policy and finance. At a minimum, the report must include:

new text begin (1) a description of the screening tool and rating system used to identify offenders who
are at highest risk to commit domestic violence offenses upon release from confinement;

new text begin (2) the number of offenders identified as being likely to commit domestic violence
offenses upon release from confinement;
new text end

new text begin (3) the number of offenders who have participated in targeted domestic violence
prevention programming;
new text end

new text begin (4) the number of offenders who participated in targeted domestic violence prevention
programming who have been released from confinement;
new text end

new text begin (5) the recidivism rate of offenders who participated in targeted domestic violence
prevention programming who have been released from confinement; and
new text end

new text begin (6) the number of offenders who participated in targeted domestic violence prevention
programming who committed domestic violence offenses after release from confinement.

new text begin $100,000 in fiscal year 2018 and $100,000 in fiscal year 2019
are appropriated from the general fund to the commissioner of corrections to develop and
establish screening tools and targeted domestic violence prevention programming.
