A bill for an act
relating to economic development; appropriating money for an energy sector jobs
initiative.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ENERGY SECTOR JOBS INITIATIVE.

new text begin (a) The commissioner of employment and economic development shall implement an
energy sector jobs initiative focusing on maximizing job opportunities in the energy sector.

new text begin (b) In implementing the initiative, the commissioner shall, in consultation with the
Minnesota Energy Center:

new text begin (1) analyze the jobs demand in the energy sector over the next ten years;
new text end

new text begin (2) identify the training needs for jobs in the energy sector;
new text end

new text begin (3) provide a breakdown of the current minority employment levels in the energy sector;
and
new text end

new text begin (4) develop a plan for increasing minority participation.

new text begin (c) The commissioner shall partner with an outside organization that has received previous
funding from the commissioner to conduct a detailed feasibility analysis for development
of the multipurpose training facility focused on the energy sector to be located in a designated
federal Promise Zone within one-half mile of current or planned regional transit routes.
