A bill for an act
relating to economic development; appropriating money for an industrial park
development in Sherburne County.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin (a) $2,000,000 in fiscal year 2018 is appropriated from the general fund to the
commissioner of employment and economic development for the greater Minnesota business
development infrastructure grant program under Minnesota Statutes, section 116J.431.
Notwithstanding any law to the contrary, funds appropriated under this paragraph must be
disbursed as a grant to the city of Becker to fund ongoing development and improvement
of an industrial park at the Sherburne County Generating Station (Sherco) in the city of
Becker, including economic development, land acquisition and enhancements, safety
improvements, design, engineering, environmental studies, corridor mappings, right-of-way
acquisitions, and associated improvements. Notwithstanding Minnesota Statutes, section
116J.431, subdivision 1, a local match is not required for this project. This is a onetime
appropriation and any unspent funds do not lapse.

new text begin (b) $4,000,000 in fiscal year 2018 is appropriated from the general fund to the
commissioner of employment and economic development for the job creation fund under
Minnesota Statutes, section 116J.8748. Notwithstanding any law to the contrary, the
commissioner of employment and economic development shall certify a business under
Minnesota Statutes, section 116J.8748, subdivision 4, paragraph (a), to receive the benefits
under Minnesota Statutes, section 116J.8748, subdivision 4, paragraph (b), using the funds
appropriated under this paragraph. An eligible business is a metal recycling facility that is
relocating to the city of Becker and will create at least ....... jobs. This is a onetime
appropriation and any unspent funds do not lapse.

new text begin (c) $4,000,000 in fiscal year 2018 is appropriated from the general fund to the
commissioner of employment and economic development for the Minnesota investment
fund under Minnesota Statutes, section 116J.8731. Notwithstanding any law to the contrary,
the commissioner shall award funds under this paragraph to the city of Becker for the
development of an industrial park at the Sherburne County Generating Station (Sherco) in
the city of Becker. This grant does not require a local match. This is a onetime appropriation
and any unspent funds do not lapse.
