A bill for an act
relating to employer-provided child care; requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin REPORT ON EMPLOYER-PROVIDED CHILD CARE.

new text begin (a) By December 15, 2017, the commissioner of employment and economic development,
in consultation with the commissioner of human services, shall report to the chairs and
ranking minority members of the committees of the house of representatives and senate
with jurisdiction over jobs, economic development, and human services on the most efficient
and effective incentives to encourage employers to provide child care for their employees.

new text begin (b) The report must include analysis of the following, and must examine if different
approaches are more appropriate for greater Minnesota compared with the seven-county
metropolitan area:

new text begin (1) existing incentives and employer-provided child care facilities in the United States,
including in Minnesota;
new text end

new text begin (2) effectiveness of various incentives in producing more employer-provided child care
for employees, including projected cost to the state and costs and benefits to the employer
and to employees;
new text end

new text begin (3) costs and benefits of providing incentives only for start-up or expansion of new
employer-provided child care facilities, compared with incentives for start-up, expansion,
and operation of new employer-provided child care facilities; and
new text end

new text begin (4) costs and benefits of providing incentives that apply only to employers who do not
currently provide child care for employees, compared to incentives that apply also to
employers who are currently providing child care for employees.

new text begin (c) In preparing the report, the commissioner of employment and economic development
must consult with:

new text begin (1) one or more employers or representatives of employers in greater Minnesota;
new text end

new text begin (2) one or more employers or representatives of employers in the seven-county
metropolitan area;
new text end

new text begin (3) one or more child care providers;
new text end

new text begin (4) the Center for Rural Policy and Development; and
new text end

new text begin (5) the Kids Can't Wait Coalition.

new text begin (d) The report required under this subdivision must comply with Minnesota Statutes,
sections 3.195 and 3.197.

new text begin (e) $75,000 in fiscal year 2018 is appropriated from the general fund to the commissioner
of employment and economic development for the report required in this section. This is a
onetime appropriation.
