A bill for an act
relating to transportation; requiring the use of remaining service life in pavement
management processes; amending Minnesota Statutes 2016, section 174.185, by
adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 174.185, is amended by adding a subdivision
to read:

new text begin Pavement management; remaining service life. new text end

new text begin (a) The commissioner must
incorporate the use of remaining service life into the department's pavement management
processes.

new text begin (b) Using remaining service life metrics that are current at the time each goal is set, the
department must set statewide pavement remaining service life goals of: (1) 12 years by
2021; and (2) 15 years by 2026.

new text begin (c) When each of the goals under paragraph (b) is met, the department must program
pavement spending so that: (1) the statewide pavement conditions do not drop below 15
years remaining service life; and (2) statewide pavement remaining service life does not
decrease in any year.

new text begin (d) The commissioner must collaborate with highway designers, highway engineers,
and highway construction industry members to develop and implement a pavement
management process that maximizes pavement remaining service life and return on
investment.
