A bill for an act
relating to public safety; providing for qualifications and training of school resource
officers; requiring a report; proposing coding for new law in Minnesota Statutes,
chapter 626.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Qualifications. new text end

new text begin The commissioner of public safety, in consultation with
stakeholders in juvenile justice, education, and child development, shall establish the
qualifications that a peace officer must have to work as a school resource officer that include,
at a minimum, that the officer:

new text begin (1) likes, cares about, and wants to work, and is able to work, with children and
adolescents;
new text end

new text begin (2) has good communication skills, including, at a minimum, interpersonal communication
and public speaking skills;
new text end

new text begin (3) has experience as a patrol officer or road deputy;
new text end

new text begin (4) is able to work independently with little supervision;
new text end

new text begin (5) is exceptionally dependable;
new text end

new text begin (6) is willing to work very hard;
new text end

new text begin (7) is or can become an effective teacher;
new text end

new text begin (8) has above-average integrity;
new text end

new text begin (9) possesses knowledge of school-based legal issues and issues of child and adolescent
development and psychology; and
new text end

new text begin (10) possesses knowledge of school safety and its implementation.

new text begin Training course; de-escalation; child and adolescent development. new text end

board, in consultation with the Department of Public Safety and the National Association
of School Resource Officers, shall develop lists of approved training courses to instruct
school resource officers in each of the following:

new text begin (1) the techniques and practices to de-escalate and resolve crises; and
new text end

new text begin (2) childhood and adolescent development.
new text end

new text begin Subd. 3. new text end

new text begin (a) Beginning January 1, 2018, a school resource officer
shall complete a minimum of four hours of continuing education training every three years
in each of the following:

new text begin (1) crisis de-escalation; and
new text end

new text begin (2) child and adolescent development.
new text end

new text begin (b) Beginning July 1, 2018, a peace officer is not eligible to work as a school resource
officer unless the officer has attended at least one course in each of the training requirements
in paragraph (a).

new text begin The commissioner of public safety shall report annually to the chairs
and ranking minority members of the senate and house of representatives committees and
divisions having jurisdiction over public safety, kindergarten through grade 12 education,
and human services on or before March 15 on the work of school resource officers including,
at a minimum:

new text begin (1) the number of school resource officers working in the state and the names of the
schools and school districts where they are working;
new text end

new text begin (2) the number of juvenile arrests and the names of the schools and school districts,
where the arrests occurred, and the reason for the arrests; and
new text end

new text begin (3) the number of incidents that involved the use of force by the school resource officer
and the names of the schools and school districts where the force occurred, and the reason
for the use of force.
