A bill for an act
relating to capital investment; appropriating money for preservation and
rehabilitation of public buildings on the city of Hastings public square, which
includes the historically designated Hastings City Hall and the Hastings Police
Department; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $7,000,000 is appropriated from the bond proceeds fund
for a grant to the city of Hastings for the design, engineering, and renovation of the public
buildings on the city of Hastings public square including masonry repairs, replacement of
the dome cupola roofs and decorative metal, foundation work, HVAC improvements, and
operational improvements in alignment with the site's historical status. These projects are
needed to ensure the sustainability and functionality of the buildings on this site, which
includes the preservation of the second-oldest courthouse in the state of Minnesota and
which serves as a prominent part of Hastings's historic downtown along the Mississippi
River.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $7,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
