A bill for an act
relating to capital investment; appropriating money for Interstate Highway 35W
and Lake Drive interchange improvements and realignment of West Freeway Drive
and Hornsby Street; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $6,200,000 is appropriated from the bond proceeds
account in the trunk highway fund to the commissioner of transportation for a grant to Anoka
County to complete the design, land acquisition, engineering, and construction of an
interchange at the intersection of marked Interstate Highway 35 and marked Trunk Highway
97.

new text begin (b) $9,000,000 is appropriated from the bond proceeds account in the state transportation
fund to the commissioner of transportation for a grant to Anoka County to realign and make
associated improvements to County State-Aid Highway 23 (Lake Drive), County State-Aid
Highway 54 (West Freeway Drive), and to Hornsby Street in the city of Columbus.

new text begin Bond sale. new text end

new text begin To provide the money appropriated in subdivision 1, paragraph (a),
from the bond proceeds account in the trunk highway fund, the commissioner of management
and budget shall sell and issue bonds of the state in an amount up to $6,200,000 in the
manner, upon the terms, and with the effect prescribed by Minnesota Statutes, sections
167.50 to 167.52, and by the Minnesota Constitution, article XIV, section 11. To provide
the money appropriated in subdivision 1, paragraph (b), from the bond proceeds account
from the state transportation fund, the commissioner of management and budget shall sell
and issue bonds of the state in an amount up to $9,000,000 in the manner, upon the terms,
and with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by
the Minnesota Constitution, article XI, sections 4 to 7, at the times and in the amounts
requested by the commissioner of transportation.
