A bill for an act
relating to campaign finance; providing a process to terminate a special election
cycle early; amending Minnesota Statutes 2016, section 10A.01, subdivision 16;
proposing coding for new law in Minnesota Statutes, chapter 10A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 10A.01, subdivision 16, is amended to read:


Subd. 16.

Election cycle.

"Election cycle" means the period from January 1 following
a general election for an office to December 31 following the next general election for that
office, except that "election cycle" for a special election means the period from the date the
special election writ is issued to 60 days after the special election is heldnew text begin , unless the cycle
is ended sooner pursuant to section 10A.095
new text end . For a regular election, the period from January
1 of the year prior to an election year through December 31 of the election year is the
"election segment" of the election cycle. Each other two-year segment of an election cycle
is a "nonelection segment" of the election cycle. An election cycle that consists of two
calendar years has only an election segment. The election segment of a special election
cycle includes the entire special election cycle.

Sec. 2.

new text begin [10A.095] SPECIAL ELECTION CYCLE TERMINATION.

new text begin A candidate in a special election may end the election cycle five days after the special
election by notifying the board. The notice must be in writing and be delivered to the board
before 5 p.m. on the fifth day after the election. If the fifth day falls on a Saturday, Sunday,
or holiday, the notice must be delivered before 5 p.m. on the next business day.
