A bill for an act
relating to natural resources; appropriating money from parks and trails fund for
greater Minnesota parks and trails.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; GREATER MINNESOTA REGIONAL PARKS AND
TRAILS COMMISSION.

new text begin (a) $8,365,000 in fiscal year 2018 and $964,000 in fiscal year 2019 are appropriated
from the parks and trails fund to the commissioner of natural resources for grants for parks
and trails of regional significance outside the seven-county metropolitan area under
Minnesota Statutes, section 85.536. Grants funded under this paragraph must support parks
and trails of regional or statewide significance that meet the applicable definitions and
criteria for regional parks and trails contained in the greater Minnesota regional parks and
trails strategic plan adopted by the Greater Minnesota Regional Parks and Trails Commission
on April 22, 2015. Of these amounts:

new text begin (1) $278,000 in fiscal year 2018 is for a grant to Cook County for a 15.5-mile connector
trail from Britton Peak to Lutsen Mountains as part of the Cook County mountain-bike trail
system;

new text begin (2) $750,000 in fiscal year 2018 is for a grant to St. Louis and Lake Counties Regional
Railroad Authority for Mesabi Trail development, including construction of a Mesabi Trail
segment between Lake Vermilion-Soudan Underground Mine State Park and Eagles Nest
Township town hall, approximately 4.5 miles in length;

new text begin (3) $60,000 in fiscal year 2018 is for a grant to Crow Wing County for site improvements,
including restrooms, a canoe launch and fishing platform, and a picnic shelter at Milford
Mine Memorial Park;

new text begin (4) $50,000 in fiscal year 2018 is for a grant to the city of Cohasset for predesign and
design of the Tioga Recreation Area;

new text begin (5) $1,246,000 in fiscal year 2018 is for a grant to the city of Detroit Lakes for land
acquisition, mountain-bike trail development, and upgrades and amenities related to
enhancing the facility at the Detroit Mountain Recreation Area;

new text begin (6) $875,000 in fiscal year 2018 is for a grant to Douglas County for infrastructure
development that will open many new opportunities at Lake Brophy Park;

new text begin (7) $596,000 in fiscal year 2018 is for a grant to the city of Granite Falls for infrastructure
and safety improvements to Memorial Park;

new text begin (8) $661,000 in fiscal year 2018 is for a grant to the city of Moorhead for construction
of 2.6 miles of two trail segments for the Moorhead River Corridor Trail;

new text begin (9) $606,000 in fiscal year 2018 is for a grant to the city of Willmar for constructing a
four-season recreational facility and an interpretive boardwalk at Robbins Island Park;

new text begin (10) $980,000 in fiscal year 2018 is for a grant to Stearns County for constructing a
multiuse, paved trail that will connect Lake Wobegon Trail to the existing Harold P. Nelson
Healthy Living Trail;

the Dakota Rail Regional Trail from the McLeod/Carver county line to Lester Prairie County
State-Aid Highway 1;

new text begin (12) $999,000 in fiscal year 2018 and $551,000 in fiscal year 2019 are for a grant to the
city of Rochester to complete Cascade Lake Park;

new text begin (13) $423,000 in fiscal year 2018 and $399,000 in fiscal year 2019 are to the Greater
Minnesota Regional Parks and Trails Commission to carry out its duties under Minnesota
Statutes, section 85.536; and

new text begin (14) $194,000 in fiscal year 2018 and $14,000 in fiscal year 2019 are to the commissioner
for the actual cost of issuing and monitoring the grants for the commission.

new text begin (b) The Greater Minnesota Regional Parks and Trails Commission shall submit a list of
projects that contains the commission's recommendations for funding from the parks and
trails fund for the remaining money available from 20 percent of the parks and trails fund
for fiscal year 2019 in the commission's January 15, 2018, annual report required under
Minnesota Statutes, section 85.536, subdivision 10.
