A bill for an act
proposing an amendment to the Minnesota Constitution, article IX, section 1;
requiring a three-fifths vote of one house of the legislature in the second calendar
year of a legislative session after a three-fifths vote of the other house in the
first year of the same session to submit a proposed constitutional amendment to
the people; requiring a proposed constitutional amendment to be placed on the
ballot in the next general election occurring after the general election following
passage of the proposed amendment by the legislature; amending Minnesota
Statutes 2012, section 3.20.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, article IX, section 1, will read:

Section 1.

proposed until it has passed one house of the legislature in one calendar year and the other
house of the same legislature in the next calendar year.

published with the laws passed at the same session and submitted to the people for their

majority of all the electors voting at the election vote to ratify an amendment, it becomes
a part of this constitution. If two or more amendments are submitted at the same time,
voters shall vote for or against each separately.

new text begin (a) The proposed amendment must be submitted to the people at the 2014 general
election. The question submitted must be:

new text begin "Shall the Minnesota Constitution be amended to require that an amendment to the
Minnesota Constitution be proposed by three-fifths of the members elected to one house
of the legislature in a calendar year and three-fifths of the members elected to the other
house of the same legislature in the next calendar year and submitted to the people at the
general election following the next general election?

new text begin (b) The title required under Minnesota Statutes, section 204D.15, subdivision 1,
for the question submitted to the people under paragraph (a) shall be "Amending the
Minnesota Constitution."

Sec. 3.

Minnesota Statutes 2012, section 3.20, is amended to read:


3.20 FORM OF ACT; new text begin PROCESS FOR new text end SUBMISSION.

Every act for the submission of an amendment to the Constitution shall set forth the
section as it will read if the amendment is adopted, with only the other matter necessary to
show in what section or article the alteration is proposed. deleted text begin Itdeleted text end new text begin After passage of the act by

following passage of the act by three-fifths of the members elected to the other house of
