A bill for an act
relating to transportation; modifying certain limitations on display of dynamic
electronic content while operating a motor vehicle; amending Minnesota Statutes
2024, section 169.471, subdivision 1.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2024, section 169.471, subdivision 1, is amended to read:

screen shall be installed or used in any motor vehicle where images from the screen are
visible to the driver while operating the motor vehicle except:

(a) For purposes of this
subdivision:

(1) "dynamic content" means the following types of electronic media or content stored
on or displayed by an electronic device: video content, including through video calling,
video conferencing, or live-streaming; games; content from a software application that is
interactive in nature or involves ongoing and substantial changes to its graphical display;
or other content that has the appearance of movement;

(2) "electronic device" includes but is not limited to a wireless communications device,
electronic tablet, laptop, digital video player, gaming device, or other portable consumer
electronics or wearable device with an electronic display; and

(3) "vehicle interface system" means a component or device for a motor vehicle that:

new text begin
(i) provides centralized electronic interface to access and control vehicle features,
capabilities, and dynamic content, whether or not through digital communication with an
electronic device; and

(ii) is affixed to or installed or permanently physically integrated into the vehicle.

(b) When a motor vehicle is in motion or a part of traffic, as provided under section
169.475, subdivision 1, paragraph (d), a person is prohibited from operating the vehicle
while:

(1) an electronic device displays dynamic content that is visible to the vehicle operator;
or
new text end
new text begin
(2) a vehicle interface system displays dynamic content that is visible to the vehicle
operator and is not directly related to vehicle operation, condition, maintenance, safety, or
navigation.

(c) The prohibition in paragraph (b) does not apply to:

(2) an electronic device or vehicle interface system used in an authorized emergency

(5) a global positioning system or navigation system that is only capable of being used
for navigation purposes;

(6) a wireless communications device that is used in conformance with section 169.475,
subdivision 3; and

(7) an electronic device while the device provides a solely passive display.

This section is effective August 1, 2025, and applies to violations
committed on or after that date.
