A bill for an act
relating to economic development; requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CONTINUOUS LIVING COVER CROPS.

new text begin $5,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner
of employment and economic development to make grants, in consultation with the
commissioner of agriculture, to organizations in Minnesota to develop enterprises, supply
chains, and markets for continuous living cover crops and cropping systems in the early
stage of commercial development, including regenerative poultry silvopasture systems,
Kernza perennial grain, winter camelina, and elderberry. A grantee may not receive a grant
for the same purposes as this section from another agency within the same calendar year.
By January 15th, 2027, the commissioner must report to the chairs and ranking minority
members of the legislative committees with jurisdiction over economic development and
agriculture regarding the uses of grant funds, including the amount of grant funds used for
administration. This is a onetime appropriation.
