A bill for an act
relating to corrections; directing the commissioner of corrections to issue a grant
to a qualified nongovernmental organization to provide inmates and
justice-impacted individuals with virtue-based education grounded in core
correctional practices, mentoring, support services, and employment services;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SUPPLEMENTAL SUPPORT SERVICES FOR INMATES AND
JUSTICE-IMPACTED INDIVIDUALS; REQUEST FOR PROPOSALS; GRANT.

new text begin (a) By September 1, 2025, the commissioner of corrections must issue a request for
proposals to identify a nongovernmental organization to provide inmates and justice-impacted
individuals with virtue-based education grounded in core correctional practices, mentoring,
support services, and employment services.

new text begin (b) An interested organization must submit an application to the commissioner on a form
prescribed by the commissioner.

new text begin (c) By December 1, 2025, the commissioner shall award a $500,000 grant to the applicant
that is best qualified to provide the programming described in paragraph (a).

Sec. 2. new text begin APPROPRIATIONS; SUPPLEMENTAL SUPPORT SERVICES FOR
INMATES AND JUSTICE-IMPACTED INDIVIDUALS.

new text begin $500,000 in fiscal year 2026 and $500,000 in fiscal year 2027 are appropriated from the
general fund to the commissioner of corrections for the purpose of section 1. This amount
is added to the base.
