relating to natural resources; appropriating money for shooting sports facility
grants; modifying a previous appropriation; amending Laws 2021, First Special
Session chapter 6, article 1, section 3, subdivision 6.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Laws 2021, First Special Session chapter 6, article 1, section 3, subdivision 6,
is amended to read:

(a) $8,658,000 the first year and $8,658,000
the second year are from the heritage
enhancement account in the game and fish
fund only for activities specified under
Minnesota Statutes, section 297A.94,
paragraph (h), clause (1). Notwithstanding
Minnesota Statutes, section 297A.94, five
percent of this appropriation may be used for
expanding hunter and angler recruitment and
retention.

(b) $1,529,000 the first year and $2,532,000
the second year are from the general fund and
$2,425,000 the first year and $2,425,000 the
second year are from the game and fish fund
for planning for and emergency response to
disease outbreaks in wildlife. Of the game and
fish fund appropriation, $750,000 the first year
and $750,000 the second year are from the
heritage enhancement account and are
onetime. The commissioner and the Board of
Animal Health must each submit quarterly
reports on chronic wasting disease activities
funded in this biennium to the chairs and
ranking minority members of the legislative
committees and divisions with jurisdiction
over environment and natural resources and
agriculture. The general fund base in fiscal
year 2024 and later is $282,000.

(c) $8,546,000 the first year and $8,546,000
the second year are from the deer management
account for the purposes identified in
Minnesota Statutes, section 97A.075,
subdivision 1
.

(d) $200,000 the first year and $200,000 the
second year are from the general fund and
$250,000 the first year and $250,000 the
second year are from the heritage enhancement
account in the game and fish fund for grants
for natural-resource-based education and
recreation programs serving youth under
Minnesota Statutes, section 84.976. These are
onetime appropriations.

(e) Notwithstanding Minnesota Statutes,
section 297A.94, $275,000 the first year and

appropriated from the heritage enhancement
account in the game and fish fund for shooting
sports facility grants under Minnesota Statutes,
section 87A.10, including grants for archery
facilities. Grants must be matched with a
nonstate match, which may include in-kind

and is available until June 30, 2024

amount in the first year, $50,000 is to upgrade
the Department of Natural Resources shooting
range database.

(f) $6,000 of the fiscal year 2021 general fund
appropriations under Laws 2019, First Special
Session chapter 4, article 1, section 3,
subdivision 6, is canceled.
