A bill for an act
relating to health; prohibiting the regulation of international health organization;
proposing coding for new law in Minnesota Statutes, chapter 145.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) Notwithstanding any other provision of law, no state agency, political
subdivision, or other governmental entity in the state shall enact or enforce any law, rule,
regulation, or other advisory or guidance that regulates or attempts to regulate the
health-related regulation of an international health organization unless the international
health organization's health-related regulation is enacted through legislation or a signed
executive order.

(b) For the purposes of this section, an "international health organization" means any
organization, agency, or entity established by international agreement or treaty to promote,
protect, or improve public health worldwide.

This section shall not be construed to prohibit the state of
Minnesota from enforcing any federal law or regulation applicable to an international health
organization.
