relating to education finance; improving educational outcomes of Black students;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The sum indicated in this section is
appropriated from the general fund to the Department of Education for the fiscal year
designated.

new text begin Improving educational outcomes. new text end

new text begin (a) To improve the educational outcomes
of students in the Black community through quality education.
new text end

new text begin 50,000,000 new text end

new text begin (b) Funds must be used for the following purposes:

new text begin (1) supporting education that reinforces math, science, writing, and cognitive thinking
skills for Black students;
new text end

new text begin (2) improving Black student achievement, including improving reading and math test
scores of Black students;
new text end

new text begin (3) supporting programs that prepare Black students for college;
new text end

new text begin (4) incorporating best practices in education program design, including evaluation
planning, data collection, performance measurement, reporting, financial management,
volunteer recruitment, training, support, resource development, outreach, and
communications;
new text end

new text begin (5) supporting public schools and programs operated by Black organizations to address
the growing education gap; or
new text end

new text begin (6) creating scholarships at local colleges and providing tuition assistance for prospective
Black teachers.
