A bill for an act
relating to public buildings; appropriating money for research to integrate weather
trends in designing and operating public buildings to reduce operational costs and
prevent damage from extreme weather events; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; INTEGRATING FUTURE WEATHER TRENDS
INTO PUBLIC BUILDING DESIGN.

new text begin (a) $....... in fiscal year 2023 is appropriated from the general fund to the commissioner
of administration to contract with the Institute on the Environment at the University of
Minnesota to conduct research examining how projections of future weather conditions can
be integrated into the design and evaluation of buildings constructed by the state of Minnesota
and local units of government so as to:

new text begin (1) reduce energy costs by deploying cost-effective energy efficiency measures,
innovative construction materials and techniques, and renewable energy sources; and

new text begin (2) prevent and minimize damage to buildings caused by extreme weather conditions,
including but not limited to increased frequency of intense precipitation events and tornadoes,
flooding, and elevated temperatures.

new text begin (b) The contract must provide that, no later than February 1, 2024, the director of the
Institute on the Environment submit a written report to the chairs and ranking minority
members of the legislative committees with primary jurisdiction over environment policy
and capital investment summarizing the findings and recommendations of the research,
including any recommendations for legislation.
