A bill for an act
relating to transportation; establishing requirements governing project development
for certain transit and highway projects; appropriating money; authorizing the sale
and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

SALE AUTHORIZATION.

new text begin (a) For purposes of this section, the following terms have
the meanings given them.

new text begin (b) "Commissioner" means the commissioner of transportation.

new text begin (c) "Highway 252/I-94 project" means the project on marked Trunk Highway 252 and
marked Interstate Highway 94, as selected in the corridors of commerce program from the
appropriation under Laws 2018, chapter 214, article 1, section 16, subdivision 11.

new text begin (d) "I-94 project" means the project on marked Interstate Highway 94 in a study area of
downtown Minneapolis to downtown St. Paul, also known as the Rethinking I-94 project.

new text begin Bus rapid transit project development; appropriation. new text end

new text begin (a) $....... is
appropriated from the bond proceeds fund to the Metropolitan Council to complete planning
and predesign that incorporates bus rapid transit into the Highway 252/I-94 project and the
I-94 project, in consultation with the commissioner. The bus rapid transit service may be
identified as separate routes or a continuous route.

new text begin (b) The design for bus rapid transit in the Highway 252/I-94 project must include (1) an
online station at marked Interstate Highway 94 and Lowry Avenue North, (2) an inline
station at marked Interstate Highway 94 and Dowling Avenue North, (3) an inline station
at marked Interstate Highway 94 and 49th Avenue North, and (4) stations along marked
Trunk Highway 252.

new text begin (c) The design for bus rapid transit in the I-94 project must include an online station at
marked Interstate Highway 94 and Snelling Avenue and a station that serves the University
of Minnesota.

new text begin Highway 252/I-94 project limitations. new text end

new text begin (a) The commissioner must not
encumber or expend any funds for final engineering or for construction of the Highway
252/I-94 project, unless:

new text begin (1) the commissioner completes an alternatives analysis for transit service in a corridor
serving residents in Brooklyn Park, Brooklyn Center, and north Minneapolis, which must
include analysis of bus rapid transit;

new text begin (2) the commissioner incorporates the preferred alternative identified under clause (1)
into the Highway 252/I-94 project; and
new text end

new text begin (3) the Metropolitan Council includes the preferred alternative in its transit operating
planning.

new text begin (b) The commissioner must perform the alternatives analysis in consultation with the
Metropolitan Council.

new text begin To provide the money appropriated in subdivision 2 from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $....... in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.

final enactment and applies in the counties of Anoka, Carver, Dakota, Hennepin, Ramsey,
Scott, and Washington.
