A bill for an act
relating to education; creating a grant program for science, technology, engineering,
and mathematics education (STEM); requiring a report; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

appropriated from the general fund to the commissioner of education in the fiscal years
designated.

(a) For a grant to Science from Scientists, to expand
science, technology, engineering, and mathematics (STEM) programs for students in grades
3 through 8 and their classroom teachers:

(b) Grant funds must be used to increase access to hands-on STEM learning with
practicing STEM professionals for students in low-income and rural areas in order to build
stronger connections between students and real life applications of STEM education, help
close STEM achievement gaps, and increase the number of students interested in pursuing
STEM careers and trades.

(c) $400,000 of the funds appropriated must be used for programs located in the
seven-county metropolitan area.

(d) Any balance in the first year does not cancel but is available in the second year.

(e) The grant recipient must measure and track outcomes, including:

(1) the number of participating schools;
new text end
new text begin
(2) the number of participating students and teachers by grade level, including
demographic information on the race, ethnicity, gender, and eligibility for free or
reduced-price lunch, of participating students;

(3) the effect on student performance and improved student understanding of STEM
subjects;
new text end
new text begin
(4) the number of expanded offerings of classes that improve understanding of STEM
topics;
new text end
new text begin
(5) the number of students interested in pursuing more advanced courses in STEM or
STEM-related careers;

(6) the number of teachers participating in Science from Scientists' teacher professional
development programs; and

(7) teacher effectiveness in teaching STEM topics.

(f) By February 1 of each year until the year after the appropriation is exhausted, the
grant recipient must submit to the chair and ranking minority members of the legislative
committees with primary jurisdiction over kindergarten through grade 12 education a report
describing the activities funded by the grant, changes in outcome measures attributable to
the grant-funded activities, and the recipient program's plan for the following year.
