1.1A bill for an act
1.2relating to poverty; creating a pilot project; requiring poverty impact statements.
1.3BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.4    Section 1. POVERTY IMPACT STATEMENT PILOT PROJECT.
1.5    Subdivision 1. Poverty impact statement. To the extent of available resources,
1.6at the request of any house of representatives or senate committee chair or ranking
1.7minority member, the state demographer in cooperation with the commissioner of the state
1.8department having jurisdiction over the subject matter of the bill shall prepare a poverty
1.9impact statement on the bill if it appears as though its enactment could have a significant
1.10impact on the economic well-being of low-income Minnesotans. A significant impact is
1.11one that reduces or increases the number of Minnesotans in poverty by at least one-tenth
1.12of one percent of the population of Minnesota as measured by a National Academy of
1.13Sciences modernized poverty measure selected by the state demographer. A poverty
1.14impact statement shall include an estimate on the change in the number of Minnesotans in
1.15poverty using the National Academy of Sciences measure, information about the source
1.16of its data, a brief description of the analysis of that data, and any references to research
1.17that supports the method of analysis. The analysis must also include impact by race,
1.18ethnicity, age, and gender when data is available.
1.19    Subd. 2. Resources. The commissioner of administration may accept donations
1.20to provide resources to perform the work under subdivision 1. Any funds received are
1.21appropriated to the commissioner of administration for the purposes of subdivision 1. The
1.22commissioner may transfer funds received under this section to other agencies preparing
1.23poverty impact statements.
1.24    Subd. 3. Expiration. This section expires December 31, 2012.
