A bill for an act
relating to stadiums; requiring certain government and
football officials to negotiate and develop an
agreement for the construction, financing, and
operation of a new professional football stadium.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Representatives of
Anoka County, the city in which the stadium is proposed to be
located, and the state shall negotiate with the Minnesota
Vikings and the National Football League to develop an agreement
regarding the construction, financing, and operation of a new
Minnesota Vikings football stadium and event center to be
located in Anoka County.

The agreement must address
the following:

(1) the construction, development, and design of the new
facility and surrounding areas;
new text end
new text begin
(2) the terms and conditions under which each party will
make contributions of funds and otherwise contribute to the
financing of the facility with the Minnesota Vikings
contributing at least one-third of the costs of a new Minnesota
Vikings football stadium and event center and agreeing to be
responsible for any cost overruns;

(3) site acquisition;

(4) operating expenses and future capital improvements;

(5) revenues from game day parking;
new text end
new text begin
(6) revenue from the facility and surrounding areas;

(7) any adjacent ancillary development;

new text begin
(8) environmental and transportation issues; and
new text end
new text begin
(9) the process for selecting a construction manager.

The agreement
must ensure that the Minnesota Vikings will use the stadium for
all scheduled home preseason, regular season, and postseason
games that the team is entitled to play at home for a term of
not less than 30 years and shall contain no escape clauses or
buyout provisions. The agreement must include a provision
relating to specific performance.

agreement must report on the agreement by January 15, 2006, to
the chairs of the committees having jurisdiction over state
finance and local government issues in the Minnesota senate and
house of representatives.

This section is effective the day
following final enactment.
