A bill for an act
relating to local government aid; eliminating aid payments when a city with a
regional or statewide sports or entertainment facility fails to detail an adequate
number of peace offers to protect visitors to the facility; proposing coding for new
law in Minnesota Statutes, chapter 477A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) By June 1, 2020, a city where a regional
or statewide sports or entertainment facility is located must detail an adequate number of
peace officers to protect the safety of visitors to the facility when the facility is hosting an
event. When a chief law enforcement officer deploys the city's law enforcement assets, the
chief must account for the safety of visitors while parking, dining, and traveling within the
city in conjunction with their visit to a facility designated under paragraph (b).

new text begin (b) By May 1, 2020, the commissioner of public safety shall identify a list of regional
and statewide sports or entertainment facilities in the state and establish peace officer staffing
standards for the protection of visitors to the designated facilities, including while visitors
are parking, dining and traveling within the city in conjunction with their visit.

new text begin Penalty; loss of aid. new text end

new text begin Beginning on June 1, 2020, if a city fails to comply with
the peace officer staffing standards established by the commissioner of public safety pursuant
to subdivision 1 for any event in a regional or state sports or entertainment facility, its first
aid payment under sections 477A.011 to 477A.03 made during the seven-month period
beginning on the first of the month following the month in which the noncompliance at the
event occurs, is reduced to zero.
