A bill for an act
relating to insurance; requiring the commissioner of commerce to redraw the
geographic rating areas every ten years based on census data; amending Minnesota
Statutes 2018, sections 62A.65, by adding a subdivision; 62L.08, by adding a
subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 62A.65, is amended by adding a subdivision
to read:

new text begin (a) Notwithstanding subdivision 3, paragraph (b),
the commissioner must redraw the geographic rating area boundaries for the individual
market every ten years based on data from the census conducted by the United States Census
Bureau, beginning with the 2020 census. The commissioner must use the total population
number for Minnesota from the census and divide the number by the number of geographic
areas. Each new geographic area must contain the same number of individuals residing in
each of the geographic areas, based on census data.

even-numbered year following the year the census was completed.

Minnesota Statutes 2018, section 62L.08, is amended by adding a subdivision to
read:

The commissioner must use the total population number for Minnesota from the census and

census data.
