A bill for an act
relating to climate change; appropriating money for assessment of climate change
impacts on state capital funding needs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CLIMATE CHANGE IMPACTS ON STATE CAPITAL FUNDING
NEEDS; APPROPRIATION.

new text begin $....... in fiscal year 2021 is appropriated from the general fund to the commissioner of
natural resources, in coordination with other state agencies, to assess the impacts of climate
change, including the increase in heavy precipitation and storm events, on state-owned
assets and to estimate the capital funding needs associated with those impacts. The
commissioner must submit a report with the findings to the chairs and ranking minority
members of the house of representatives and senate committees and divisions with jurisdiction
over capital investment by January 15, 2021. This is a onetime appropriation.
