A bill for an act
relating to health; implementing maternal health provisions; appropriating money;
proposing coding for new law in Minnesota Statutes, chapter 144.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The legislature finds that requiring continuing education on
the two leading causes of maternal death, namely maternal hypertension and obstetric
hemorrhage, for direct care personnel in birthing centers and hospitals with obstetric care
is necessary to improve maternal health and birth outcomes.

new text begin Continuing education materials. new text end

new text begin (a) Birthing centers and hospitals with
obstetric care shall develop continuing education materials on maternal hypertension and
obstetric hemorrhage that birthing centers and hospitals with obstetric care must provide
on an annual basis to direct care employees and contractors that routinely care for patients
that are pregnant and postpartum. The birthing centers and hospitals must update the
continuing education materials annually.

new text begin (b) Birthing centers and hospitals shall coordinate with health care licensing boards to
obtain continuing education credits for the materials required in this section. Birthing centers
and hospitals shall update the continuing education materials annually. The commissioner
shall monitor compliance of birthing centers and hospitals with obstetric care with this
section. The commissioner may inspect training records or require reports on the continuing
education materials.

Sec. 2. new text begin APPROPRIATION; BIAS TRAINING.

new text begin $....... in fiscal year 2021 is appropriated from the general fund to the commissioner of
health to be used for implicit bias training in accredited medical and nursing education
curriculum in obstetric clinical practice.
