A bill for an act
relating to human services; mandating an annual report on the effectiveness of
substance abuse treatment; proposing coding for new law in Minnesota Statutes,
chapter 254B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The commissioner of human services shall issue an annual report to the legislature
on the effectiveness of substance abuse treatment. Treatment performance outcome
measures in this report shall include rates of homelessness, employment, arrests, alcohol
use, illicit drug use, participation in a self-help group, family support in recovery, and
treatment readmissions. Scores on the performance outcome measures shall be collected
at assessment, treatment intake, discharge, and six months following discharge. The
report shall also contain the cost of treatment per person per program. The report shall
be submitted to the chairs of the house and senate committees with jurisdiction over
chemical health no later than January 30, of each year, beginning January 30, 2009. The
commissioner shall make this information available to county placing authorities and
consumers through the department's Web site.
