A bill for an act
relating to retirement; providing for alternative allocation of fire state aid for the
city of Plymouth; lowering the vesting requirement for the Plymouth Firefighters
Relief Association.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CITY OF PLYMOUTH; ALLOCATION OF FIRE STATE AID FOR
FIREFIGHTERS.

new text begin (a) Notwithstanding any law to the contrary, the city of Plymouth must annually:

new text begin (1) transmit to the Plymouth Firefighters Relief Association an amount of fire state aid
under Minnesota Statutes, sections 69.011 to 69.051, equal to the full fire state aid amount
less any dollars agreed upon between the city of Plymouth and the Plymouth Firefighters
Relief Association for that year;

new text begin (2) transmit the remaining balance of fire state aid as payment of employer contributions
required by Minnesota Statutes, section 353.65, subdivision 3, for its employees who are
members of the public employees police and fire retirement plan; and

new text begin (3) transmit to the Plymouth Firefighters Relief Association any supplemental state aid
received under Minnesota Statutes, section 423A.022.

new text begin (b) This section expires on the effective date of general legislation permitting the
allocation of fire state aid between volunteer firefighter relief associations and the affiliated
municipality, independent nonprofit firefighting corporation, or joint powers entity.

new text begin EFFECTIVE DATE; LOCAL APPROVAL. new text end

new text begin This section is effective the day after
the governing body of the city of Plymouth and its chief clerical officer timely complete
compliance with Minnesota Statutes, section 645.021, subdivisions 2 and 3.

Sec. 2. new text begin PLYMOUTH FIREFIGHTERS RELIEF ASSOCIATION; VESTING.

new text begin The articles of incorporation or bylaws of the Plymouth Firefighters Relief Association
may provide that a member will vest in the member's accrued service pension in accordance
with the following vesting schedule:
