A bill for an act
relating to motor vehicles; amending requirements related to recreational vehicle
combinations; making technical changes; amending Minnesota Statutes 2018,
sections 169.011, subdivision 62; 169.81, subdivision 3c.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 169.011, subdivision 62, is amended to read:


Subd. 62.

Recreational vehicle combination.

means a combination of vehicles consisting of a full-size pickup truck or a recreational
truck-tractor attached deleted text begin by means of a kingpin and fifth-wheel couplingdeleted text end to a middle vehicle
which has hitched to it a trailer.

between a middle vehicle and a towing full-size pickup truck or a recreational truck-tractor
in which a portion of the weight of the towed middle vehicle is carried over or forward of
the rear axle of the towing pickup.

Sec. 2.

Minnesota Statutes 2018, section 169.81, subdivision 3c, is amended to read:


Subd. 3c.

Recreational vehicle combination.

new text begin (a) new text end Notwithstanding subdivision 3, a
recreational vehicle combination may be operated without a permit if:

(1) the combination does not consist of more than three vehicles, and the towing rating
of the full-size pickup truck or recreational truck-tractor is equal to or greater than the total
weight of all vehicles being towed;

(2) the combination does not exceed deleted text begin 70deleted text end new text begin 65new text end feet in length;

(3) the operator of the combination is at least 18 years of age;

(4) the trailer is only carrying watercraft, motorcycles, motorized bicycles, off-highway
motorcycles, snowmobiles, all-terrain vehicles, motorized golf carts, or equestrian equipment
or supplies, and meets all requirements of law;

(5) the vehicles in the combination are connected to the full-size pickup truck or
recreational truck-tractor and each other in conformity with section 169.82; deleted text begin and

(6) new text begin the full-size pickup truck or recreational truck-tractor is attached to the towed middle
vehicle by means of (i) a kingpin and fifth-wheel coupling, or (ii) a hitch that is mounted
directly to the frame of the towing vehicle and has a carrying capacity rating that exceeds
the combined weight of all towed vehicles and trailers; and

in section 473.121, subdivision 2, during the hours of 6:00 a.m. to 9:00 a.m. and 4:00 p.m.
to 7:00 p.m. on Mondays through Fridays.
