1.1A Senate resolution
1.2honoring Ying Chu-Yang-Heu.
1.3WHEREAS, Ying Chu-Yang-Heu was born in Tin Bong, Laos, to Chia Chang Chu-Yang
1.4Heu and Vaab Vang on March 15, 1956; and
1.5WHEREAS, from 1973-1975, Ying studied at the Royal Institute of Law and Administration
1.6in Laos until the Vietnam War forced him and his family to become refugees and seek sanctuary
1.7in neighboring Thailand; and
1.8WHEREAS, in the refugee camp, he met and married his wife Yang Thao in 1976, and
1.9together they have five children and seven grandchildren; and
1.10WHEREAS, in 1976, Ying immigrated to Cholet, France, with his family where he served
1.11as the Executive Director of Hmong Solidarity of France; and
1.12WHEREAS, in 1991, Ying and his family immigrated to the United States, making St. Paul
1.13home in 1993; and
1.14WHEREAS, throughout his tenure here, he has become a well-established community,
1.15political, and business leader, dedicating his life to serving the community in roles such as Board
1.16Chair for Her Family of MN, Board Chair for the United Her of America, and International Relations
1.17Liaison for the Hmong Nationalities Organization; and
1.18WHEREAS, as the Chairman of Hmong Heritage Preservation, Ying has led delegations of
1.19Hmong Americans abroad in many cultural and relationship exchanges, including an invitation to
1.20participate in His Majesty King Bhumibol Adulyadej’s 6th Cycle Birthday in Chiang Mai, Thailand,
1.21in 1999; and
1.22WHEREAS, he currently serves on the Hmong Cultural Plaza Advisory Group, working
1.23with St. Paul’s sister city of Changsha, China, to exchange five Peanut character statues with a
1.24replica of Aiwan Pavilion to Lake Phalen in St. Paul; and
2.1WHEREAS, Ying has received numerous awards, honors, and recognitions for his lifelong
2.2dedication and service to the community including the Order of the North Star from the Minnesota
2.3Secretary of State; and
2.4NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
2.5celebrates Ying Chu-Yang-Heu, his accomplishments and leadership to the community and state
2.6of Minnesota, and the impact he has made globally.
2.7BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
2.8enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
2.9Chair of the Senate Rules and Administration Committee, and transmit it to Ying Chu-Yang-Heu.
