1.1A Senate resolution
1.2commending Mark Schoenbaum for over 35 years of dedicated service to the state of
1.3Minnesota.
1.4WHEREAS, Mark dedicated his career to rural health reform and provided much-needed
1.5health-care resources for rural and underserved urban communities and policy makers as director
1.6of the Office of Rural Health and Primary Care at the Minnesota Department of Health; and
1.7WHEREAS, Mark's leadership, creative insight, and collaborative approach to solving rural
1.8health-care challenges such as an aging, sicker population and recruiting and retaining health-care
1.9professionals resulted in a number of important services: increased grants to support clinics, training,
1.10and health-education programs; electronic health records and other technology for rural providers;
1.11expanded programs for loan forgiveness for medical graduates; and the International Medical
1.12Graduates Assistance program, which was recognized in 2016 by the White House and was the
1.13first program of its kind in the country; and
1.14WHEREAS, Mark also served on several influential task forces and was president of the
1.15National Organization of State Offices of Rural Health and served on the Minnesota Emergency
1.16Medical Services Regulatory Board; and
1.17NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.18commends Mark Schoenbaum for his many years of dedication and commitment and congratulates
1.19him on his retirement.
1.20BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare a
1.21copy of this resolution, to be authenticated by the Secretary's signature and that of the Chair of the
1.22Senate Rules and Administration Committee, and transmit it to Mark Schoenbaum.
