1.1A Senate resolution
1.2recognizing the work of Andrew Ying Her.
1.3WHEREAS, those individuals who work tirelessly in their communities perform an important
1.4service deserving of special legislative recognition; and
1.5WHEREAS, Andrew Ying Her was born in July 6, 1960, in the Vientiane province in
1.6northwestern Laos, to parents Shong Leng and Shoua Fang; and
1.7WHEREAS, from 1972 to 1975, he worked under Nais Mourt Tsaab Yaaj, Captain Tong
1.8Chao Her and Commander Txwj Nruag Her, and when the communist party took over Laos, he
1.9fled into the jungle with his family to escape, eventually immigrating to the United States on June
1.106, 1980; and
1.11WHEREAS, Andrew began learning English in 1982 and completed his high school diploma
1.12in 1985, before beginning college at the University of Wisconsin - Stout. Andrew earned a bachelor's
1.13degree in general business administration with a minor in marketing. While in college, Andrew
1.14met and married his wife, May Xiong, in 1987, and they started their family together; and
1.15WHEREAS, Andrew has a long history of providing services to Southeast Asian community
1.16members, including acting as a student advisor and advocating for the elderly. He has extensive
1.17cultural knowledge and expertise and is well versed in Hmong funerary traditions; and
1.18WHEREAS, he remains an active participant in Hmong cultural activities and supports
1.19Hmong-owned small businesses in the region, and serves as an advisor for the Shee Yee Community
1.20of Milwaukee and acts as a board member for Hawj United of Wisconsin. Andrew and May now
1.21reside in Milwaukee with their six children; and
1.22NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.23commends Andrew Ying Her for his dedication to the Hmong community and extends warm wishes
1.24for his continued service.
1.25BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.26enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.27Chair of the Senate Rules and Administration Committee, and transmit it to Andrew Ying Her.
