1.1A Senate resolution
1.2reaffirming 40 years of diplomatic relations between the United States and
1.3the People's Republic of China.
1.4WHEREAS, on January 1, 1979, the United States and the People's Republic of China
1.5officially established diplomatic relations, with 2019 marking the 40th anniversary of United
1.6States-China relations; and
1.7WHEREAS, since the United States ship Empress of China sailed to China over 230 years
1.8ago, trade and exchanges between our two countries have continued to flourish, transforming the
1.9world in the process; and
1.10WHEREAS, over the past four decades, exchanges and cooperation between the two countries
1.11have scored historic achievements, with visits made between the two countries each year increasing
1.12from several thousand 40 years ago to over 5.3 million in 2017 and bilateral trade and two-way
1.13investment between China and the United States increasing over 200 times in 2017 in accumulative
1.14terms; and
1.15WHEREAS, not only our two countries, but the entire region and the world have benefited
1.16enormously from our ties, with China and the United States cooperating extensively at the bilateral,
1.17regional, and global level to advance the proper settlement of regional hot-spot issues, tackle the
1.18global financial crisis, and promote global growth; and
1.19WHEREAS, the steady growth of United States-China relations is indispensable to the
1.20success of our two countries and the world; and
1.21WHEREAS, the state of Minnesota has been dedicated to developing cooperative relations
1.22with China for decades, with over 4,400 Chinese students studying in Minnesota, and China is the
1.23second-largest trading partner and export market of Minnesota, with Chinese companies investing
1.24over $2.8 billion in Minnesota since 2000 and supporting over 2,800 new jobs; and
1.25NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.26commemorates the 40-year anniversary of the establishment of diplomatic relations between the
1.27United States and the People's Republic of China and supports continued diplomatic, economic,
1.28and people-to-people cooperation between the state of Minnesota and the People's Republic of
1.29China.
1.30BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.31enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.32Chair of the Senate Rules and Administration Committee, and transmit it to Consul General Zhao
1.33Jian.
