1.1A Senate resolution
1.2honoring the 2016 Delano Citizen of the Year Carol Plocher.
1.3WHEREAS, 23 years ago, Carol Plocher became a library assistant, and three years later,
1.4she became the branch manager of the Delano Public Library; early in her library career, Carol
1.5enlisted volunteers to help with all kinds of projects, including expanding the library to two rooms
1.6so there would be a separate space for children; and
1.7WHEREAS, Carol spearheaded the growth and subsequent move of the library to its
1.8present location, volunteering at every fund-raiser held by the Friends of the Library; she donated
1.9a "bread a month" item at the omelet breakfast fund-raisers at the American Legion, and was
1.10constantly on the phone finding helpers and donations; and
1.11WHEREAS, once the library moved to larger quarters, Carol began an extensive personal
1.12campaign to make sure all the youth in the community knew about the treasures of their public
1.13library; she visited teachers and administrators at Delano Public Schools, St. Peter's, Mt. Olive
1.14school, Head Start, and ECFE so that students would learn to use the library; and
1.15WHEREAS, because of Carol's efforts, many teachers now schedule mini field trips to the
1.16library with their classes; Carol plans much of the library's programming after work hours, on her
1.17own time, driven to fill a gap in children's lives between school and community; and
1.18WHEREAS, Carol has also participated in numerous community activities and civic
1.19enterprises; she has made presentations at ECFE, was a Dream Team committee representative,
1.20and represented the library at the Delano Business Expo for many years; and
2.1WHEREAS, for ten years, Carol taught Christian Education in Delano at Maple Plain
2.2Community Church, and she donated her time to read to students at the annual FRED nights
2.3at Delano Elementary School; and
2.4WHEREAS, fifteen individuals wrote letters nominating Carol for Citizen of the Year;
2.5the letters praised Carol for her dedicated volunteer work, her efforts to reach out to others in
2.6the community to make them feel welcome, and her hard work in helping the library thrive
2.7in its current location; and
2.8WHEREAS, under her guidance, the Delano Public Library has grown and prospered, and
2.9in recognition of her tireless efforts, Carol was named 2016 Delano Citizen of the Year by the
2.10General Federated Women's Club of Delano; and
2.11NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
2.12congratulates Carol Plocher on being named 2016 Delano Citizen of the Year, and extends best
2.13wishes to her for the future.
2.14BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
2.15enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
2.16Chair of the Senate Rules and Administration Committee, and transmit it to Carol Plocher.
