1.1A Senate resolution
1.2honoring Richard Chao Vang and his contributions to the Hmong community.
1.3WHEREAS, leaders in health care that provide high-quality care to people of diverse
1.4backgrounds and cultures are worthy of recognition; and
1.5WHEREAS, Richard Chao Vang founded Highlander Home Health Care LLC in 2005 with
1.6the goal of providing personal care services to communities in Milwaukee and the surrounding
1.7area; and
1.8WHEREAS, Richard used his bachelor of science degree in business administration and
1.9associate degree in paralegal studies to ensure language barriers would not prevent the Hmong
1.10community, including the elderly and individuals with disabilities, from receiving excellent health
1.11care from a diverse, multilingual workforce; and
1.12WHEREAS, Highlander Home Health Care LLC was the first Hmong health-care group in
1.13Milwaukee and was named a 2017 Business of the Year by the Hmong Wisconsin Chamber of
1.14Commerce for the company's service in the Hmong community; and
1.15WHEREAS, Richard is not only a pioneer in health care and community services but also
1.16assists the US National Defense Force Support Command, which oversees local civilian-military
1.17efforts on emergency training for natural disasters; and
1.18NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.19recognizes and congratulates Richard Chao Vang on his commitment and service to the Milwaukee
1.20Hmong community and his work in community service and health care.
1.21BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.22enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.23Chair of the Senate Rules and Administration Committee, and transmit it to Richard Chao Vang.
