1.1A Senate resolution
1.2commending John Kaul for 48 years of service at the Minnesota State Capitol.
1.3WHEREAS, John Kaul began working at the Senate on January 5, 1971, at age 23 during
1.4a historic time in state history when the Senate was tied with 33 Conservatives and 33 Liberals and
1.5one Independent who promised to caucus with the majority. No single party was in charge for eight
1.6days until the State Supreme Court ruled the Independent could be seated as a Conservative; and
1.7WHEREAS, John served as chief of staff to one of the most colorful, visionary, and effective
1.8Senate Majority leaders in Minnesota's history, Nicholas Coleman, from 1974 to 1980; and
1.9WHEREAS, he worked as a lobbyist for various causes including chief lobbyist for Minnesota
1.10State Universities from 1987 to 1993 and chief lobbyist for Minnesota State Colleges and Universities
1.11from 1993 to 2000; and
1.12WHEREAS, he established the "Capitol Gains" lobbying firm in 2000 and represented
1.13Washington County, Rochester Public Schools, Minnesota Hospital Association, Minnesota Twins,
1.14Andersen Corporation, Minnesota Humanities Commission, Minneapolis, and dozens of others
1.15including volunteering as a lobbyist for the victims of clerical sexual abuse; and
1.16WHEREAS, he created the social media photographic chronicling of the Minnesota
1.17Legislature called "End of the Session Voyeurism" and prefers to be known as "an artist locked up
1.18in the body of a lobbyist"; and
1.19WHEREAS, John has decided to retire from his work at the Capitol but has begun a new
1.20adventure with a film making and photography enterprise called Afton Films; and
1.21NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.22commends John Kaul for 48 years of service at the Capitol, extends appreciation for his contributions
1.23to the legislature, and wishes him success with Afton Films and a long and productive retirement
1.24with many great trips to faraway places.
1.25BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.26enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.27Chair of the Senate Rules and Administration Committee, and transmit it to John Kaul.
