1.1A Senate resolution
1.2congratulating Head Start on its 50th anniversary and on PICA for its
1.3accomplishments in providing high-quality Head Start services.
1.4WHEREAS, Head Start began in 1965 and is the nation's leading child and family
1.5development program providing comprehensive, high-quality services to help low-income
1.6children and families reach their full potential; and
1.7WHEREAS, the year 2015 marks the 50th anniversary of Head Start, the most successful
1.8long-term federal program in history; and
1.9WHEREAS, in 1969, a group of concerned parents formed their own not-for-profit Head
1.10Start agency—Parents in Community Action, Inc. (PICA)—to help Hennepin County's poorest
1.11children and families to achieve school readiness and family self-sufficiency; and
1.12WHEREAS, PICA has grown from an agency with a minimal budget and no permanent
1.13home to the largest provider of Head Start services in Minnesota, serving over 2,500 low-income
1.14children and their families; and
1.15WHEREAS, PICA provides comprehensive Head Start and Early Head Start services for
1.16low-income children ages 0-5 and their families, including early childhood education; health,
1.17dental, and mental wellness services; nutrition services; transportation; and social services and
1.18family support; and
1.19WHEREAS, PICA also provides parent involvement, training, and internship opportunities
1.20that empower parents to gain leadership skills, marketable job skills, and on-the-job experience
1.21that aids them in achieving self-sufficiency for their families; and
1.22WHEREAS, Head Start programs, including PICA, provide living-wage pay jobs in
1.23communities that need them most; and
1.24WHEREAS, PICA has been recognized as a four-star agency in Minnesota's Parent
1.25Aware childcare rating system, has been honored by the National Head Start Association as a
1.26Head Start Program of Excellence, and has been featured as a national model of collaboration,
1.27male involvement, parent involvement, and two-generational family goal achievement and
1.28empowerment; and
1.29NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.30congratulates Head Start and PICA on this 50th anniversary of Head Start and recognizes PICA for
1.31its accomplishments in providing high-quality Head Start services in Hennepin County, Minnesota.
1.32BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare
1.33an enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of
1.34the Chair of the Senate Rules and Administration Committee, and transmit it to the Minnesota
1.35Head Start Association.
