1.1A Senate resolution
1.2recognizing the 100th anniversary of the birth of Vice President Hubert
1.3Humphrey on May 27, 2011.
1.4WHEREAS, Hubert Horatio Humphrey, Jr. (May 27, 1911 - January 13, 1978), served
1.5under President Lyndon B. Johnson as the 38th Vice President of the United States. He served
1.6twice, before and after his vice presidency, as a United States Senator from Minnesota. He also
1.7served as Democratic Majority Whip and Mayor of Minneapolis, Minnesota. He was a founder of
1.8the Minnesota Democratic-Farmer-Labor Party and Americans for Democratic Action, and was
1.9the Democratic candidate for president in the 1968 presidential election; and
1.10WHEREAS, former Senator and Vice President Humphrey was one of the most influential
1.11public servants of the last century and a politician whose character and passion are rarely seen in
1.12government today. Nicknamed the "Happy Warrior" by his colleagues in the Senate, he found
1.13great joy in public service and was a tenacious yet cheerful legislator who consistently worked
1.14across party lines; and
1.15WHEREAS, he advocated for a broad array of issues, many of which remain incredibly
1.16relevant today. Vice President Humphrey was a driving force behind the establishment of the
1.17Job Corps and Peace Corps, an extension of the Food for Peace program, the 1963 Limited
1.18Nuclear Test Ban Treaty, the 1964 Civil Rights Act, the 1965 Voting Rights Act, Medicare,
1.19the establishment of the Department of Housing and Urban Development and the Office of
1.20Economic Opportunity, Head Start, the Food Stamp Act of 1964, and the Humphrey-Hawkins
1.21Full Employment and National Growth bill; and
1.22WHEREAS, in support of these issues, Humphrey spoke often and forcefully, and
1.23Americans continue to be inspired by his words, such as these, from a civil rights speech at the
1.241948 Democratic National Convention in Philadelphia, "... the time has arrived in America for the
1.25Democratic Party to get out of the shadow of states' rights and walk forthrightly into the bright
1.26sunshine of human rights!" Another justly famous quotation from his speeches is "It was once
1.27said that the moral test of government is how that government treats those who are in the dawn
1.28of life, the children; those who are in the twilight of life, the elderly; and those who are in the
1.29shadow of life, the sick, the needy and the handicapped."; and
1.30WHEREAS, it is more important now than ever before to celebrate and appreciate this
1.31legacy of passion, hard work, and public service; and
1.32NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.33honors the memory of Hubert H. Humphrey and commends to all Minnesotans the celebration of
1.34the 100th anniversary of his birth.
