1.1A Senate resolution
1.2honoring the memory of Chang Ying Yang.
1.3WHEREAS, Chang Ying Yang was born in Xiangkhouang Province, Laos, to Fai Dang
1.4Yang and Yer Her on November 7, 1952; and
1.5WHEREAS, after Chang Ying's father SGU Private Fai Dang Yang was killed in battle in
1.61967, he helped his mother raise all his siblings to adulthood; and
1.7WHEREAS, in 1975 when Laos fell to communist rule, Chang Ying and his family fled to
1.8Thailand with other Hmong refugees, then came to the United States in April 1976 to the Kansas
1.9City area; and
1.10WHEREAS, Chang Ying worked hard for his American dreams, as an auto mechanic,
1.11landscape maintenance worker, and custodian; connected young people with summer jobs through
1.12his work for nonprofits; graduated from Donnelly College in 1979 with an Associate Certificate
1.13through the adult education and work training program; served as President of the Lao Family
1.14Community Inc. - Kansas Chapter from 1981 to 1988; and worked with Amtrak as a Coach Cleaner
1.15for more than 11 years, retiring in 2000; and
1.16WHEREAS, Chang Ying was a family builder and community advocate for Hmong-American
1.17progress in the states of Kansas and Missouri and beyond. He enjoyed being surrounded by his
1.18family and community members and building relationships with elected officials and political
1.19leaders in Wyandotte County. He helped many families settle in Kansas City, and was an active
1.20member of Kansas City Hmong Alliance Church, serving in many roles including Ministry President,
1.21Property Manager, and Youth Sponsor. He also organized soccer and volleyball teams to compete
1.22in the Annual Hmong Freedom Fest in Minnesota and took home many trophy titles; and
1.23WHEREAS, Chang Ying Yang passed away peacefully in his home on January 23, 2021.
1.24He is survived by his wife Pang Her, five sons, six daughters, 24 grandchildren, and 15 foster
1.25children; and
1.26NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.27honors the memory of Chang Ying Yang, acknowledges his outstanding contributions to his
1.28community, and extends condolences to his family and friends.
1.29BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.30enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.31Chair of the Senate Rules and Administration Committee, and transmit it to the family of Chang
1.32Ying Yang.
