1.1A Senate resolution
1.2encouraging President Trump and Congress to support, not abolish, Social Security
1.3and Medicare safety net programs.
1.4WHEREAS, the Social Security Act was enacted on August 14, 1935, and the Federal
1.5Insurance Contributions Act (FICA) was enacted in 1939, to provide federal assistance
to the elderly,
1.6disabled, and families; and
1.7WHEREAS, FICA payroll taxes fund Social Security and Medicare; and
1.8WHEREAS, President Trump signed an executive order on Saturday, August 8, 2020, that
1.9called for a payroll tax holiday; and
1.10WHEREAS, cutting payroll taxes will not help those currently unemployed; and
1.11WHEREAS, President Trump stated that he intends to permanently eliminate payroll taxes,
1.12thereby abolishing Social Security and Medicare; and
1.13WHEREAS, the Minnesota Legislature recognizes the economic stability Social Security
1.14and Medicare safety nets provide to many seniors and our most vulnerable Minnesotans;
and
1.15WHEREAS, the State of Minnesota desires these safety net programs continue so the
health
1.16and well-being of our residents is not compromised; NOW, THEREFORE,
1.17BE IT RESOLVED that the people of the State of Minnesota, speaking through its Legislature,
1.18condemn the effort to defund and terminate Social Security and Medicare and encourages
the
1.19President and Congress to continue these safety net programs.
1.20BE IT FURTHER RESOLVED that the Secretary of State of the State of Minnesota is directed
1.21to prepare copies of this resolution and transmit them to the President of the United
States, the Vice
1.22President of the United States in his capacity as presiding officer of the United
States Senate, the
1.23Speaker of the United States House of Representatives, the Minority Leader of the
United States
1.24House of Representatives, the President Pro Tempore of the United States Senate, and
to each
2.1Senator and Representative from Minnesota in the Congress of the United States with
the respectful
2.2request that the full and complete text of this resolution be printed in the Congressional
Record.
