A bill for an act
relating to capital investment; appropriating money for capital improvement at
public water access and boating facilities on public waters and at state fish
hatcheries; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $12,000,000 is appropriated from the bond proceeds
fund to the commissioner of natural resources for capital improvements to state-owned
public water access and state-owned boating facilities on public waters.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $12,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.

new text begin $17,800,000 is appropriated from the bond proceeds
fund to the commissioner of natural resources for improvements of a capital nature for ponds
and fish culture facilities at state-owned hatcheries operated by the commissioner of natural
resources under Minnesota Statutes, section 97A.045, subdivision 1. Of this amount, the
commissioner of natural resources may use up to $3,000,000 for planning, design, and land
acquisition for replacement of the St. Paul fish hatchery facility. The replacement facility
must be located in the seven-county metropolitan area and must be designed with capabilities
for research and education.
