  1.1                          A bill for an act 
  1.2             relating to education; modifying referendum 
  1.3             equalization aid, training and experience aid, and 
  1.4             general education aid; amending Minnesota Statutes 
  1.5             1994, sections 124A.03, subdivision 1h; 124A.22, 
  1.6             subdivision 4b; and 124A.23, subdivision 4.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1994, section 124A.03, 
  1.9   subdivision 1h, is amended to read: 
  1.10     Subd. 1h.  [REFERENDUM EQUALIZATION AID.] (a) A district's 
  1.11  referendum equalization aid equals the difference between its 
  1.12  referendum equalization revenue and levy. 
  1.13     (b) For fiscal year 1993, a district's referendum 
  1.14  equalization aid is equal to one-third of the amount calculated 
  1.15  in clause (a). 
  1.16     (c) For fiscal year 1994, a district's referendum 
  1.17  equalization aid is equal to two-thirds of the amount calculated 
  1.18  in clause (a). 
  1.19     (d) If a district's actual levy for referendum equalization 
  1.20  revenue is less than its maximum levy limit, aid shall be 
  1.21  proportionately reduced. 
  1.22     Sec. 2.  Minnesota Statutes 1994, section 124A.22, 
  1.23  subdivision 4b, is amended to read: 
  1.24     Subd. 4b.  [TRAINING AND EXPERIENCE AID.] A district's 
  1.25  training and experience aid equals its training and experience 
  1.26  revenue minus its training and experience levy times the ratio 
  2.1   of the actual amount levied to the permitted levy. 
  2.2      Sec. 3.  Minnesota Statutes 1994, section 124A.23, 
  2.3   subdivision 4, is amended to read: 
  2.4      Subd. 4.  [GENERAL EDUCATION AID.] A district's general 
  2.5   education aid is the sum of the following amounts:  
  2.6      (1) the product of (i) the difference between the general 
  2.7   education revenue, excluding training and experience revenue and 
  2.8   supplemental revenue, and the general education levy, times (ii) 
  2.9   the ratio of the actual amount levied to the permitted levy; 
  2.10     (2) training and experience aid according to section 
  2.11  124A.22, subdivision 4b; 
  2.12     (3) supplemental aid according to section 124.214, 
  2.13  subdivision 2; 
  2.14     (4) shared time aid according to section 124A.02, 
  2.15  subdivision 21; and 
  2.16     (5) referendum aid according to section 124A.03. 
  2.17     Sec. 4.  [EFFECTIVE DATE.] 
  2.18     Sections 1 to 3 are effective for revenue for fiscal year 
  2.19  1996.
