  1.1                          A bill for an act 
  1.2             relating to natural resources; requiring the 
  1.3             continuation of grant-in-aid snowmobile trail access 
  1.4             when the commissioner of natural resources acquires 
  1.5             land; permitting all-terrain vehicles to be operated 
  1.6             on certain recreational land trails in Mille Lacs and 
  1.7             Pine counties; amending Minnesota Statutes 2000, 
  1.8             section 84.83, by adding a subdivision. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2000, section 84.83, is 
  1.11  amended by adding a subdivision to read: 
  1.12     Subd. 4a.  [TRAIL CONTINUATION ON LANDS ACQUIRED BY THE 
  1.13  STATE.] When the commissioner acquires lands with easements or 
  1.14  other agreements for snowmobile trails that have received 
  1.15  grant-in-aid financing under this section, the commissioner 
  1.16  shall: 
  1.17     (1) continue the easements or other agreements for the 
  1.18  snowmobile trail; or 
  1.19     (2) develop an alternative route for the trail, including 
  1.20  acquiring any necessary easements or other agreements for the 
  1.21  trail right-of-way and providing funding for all expenses 
  1.22  associated with clearing and marking the snowmobile trail. 
  1.23     Sec. 2.  [TRAILS IN MILLE LACS AND PINE COUNTIES.] 
  1.24     Notwithstanding the restrictions on vehicle travel in rules 
  1.25  adopted under Minnesota Statutes, section 103F.321, all-terrain 
  1.26  vehicles or vehicles of a similar nature may be operated on 
  1.27  existing public multipurpose trails that cross wild, scenic, or 
  2.1   recreational land use districts in Mille Lacs and Pine 
  2.2   counties.  This section expires four years from the effective 
  2.3   date of this section or on the effective date of amendments to 
  2.4   rules adopted under Minnesota Statutes, section 103F.321, 
  2.5   whichever is earlier. 
  2.6      Sec. 3.  [EFFECTIVE DATE.] 
  2.7      Sections 1 and 2 are effective the day following final 
  2.8   enactment.
