A bill for an act
relating to human services; waiving the moratorium regarding beds and
expending group residential housing supplemental rates; appropriating money;
amending Minnesota Statutes 2006, section 256I.05, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 256I.05, is amended by adding a
subdivision to read:

Counties.

new text begin Notwithstanding the provisions of this section, beginning July 1, 2007, a
county agency shall negotiate a supplemental service rate in addition to the rate specified
in subdivision 1, not to exceed $700 per month, including any legislatively authorized
inflationary adjustments, for a group residential housing provider that operates two
ten-bed facilities, one located in Hennepin County and one located in Ramsey County,
which provide community support and serve the mental health needs of individuals who
have chronically lived unsheltered, providing 24-hour per day supervision.

Sec. 2. new text begin INDEPENDENT LIVING.

new text begin An individual who has lived in one of the facilities under Minnesota Statutes,
section 256I.05, subdivision 1h, who is being transitioned to independent living as
part of the program plan continues to be eligible for group residential housing and the
supplemental service rate negotiated with the county under Minnesota Statutes, section
256I.05, subdivision 1h.

Sec. 3. new text begin APPROPRIATION.

new text begin $460,000 in fiscal year 2008 and $460,000 in fiscal year 2009 are appropriated from
the general fund to the commissioner of human services to augment community support
and mental health services provided to individuals residing in facilities under Minnesota
Statutes, section 256I.05, subdivision 1h. This appropriation is added to the agency's base.
