  1.1                          A bill for an act 
  1.2             relating to higher education; requiring certain 
  1.3             students enrolled in institutions of higher education 
  1.4             to receive information regarding meningococcal disease 
  1.5             and sign a written waiver; amending Minnesota Statutes 
  1.6             2002, section 135A.14, by adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 135A.14, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 6a.  [MENINGITIS INFORMATION.] All public and private 
  1.11  postsecondary institutions shall provide information on the 
  1.12  risks of meningococcal disease and the availability and 
  1.13  effectiveness of any vaccine, to all individuals who are 
  1.14  first-time enrollees and who reside in on-campus student 
  1.15  housing.  The information shall include a place where an 
  1.16  individual, or the individual's parent or guardian if the 
  1.17  individual is a minor, may sign a written waiver stating that 
  1.18  the individual has received and reviewed the information and has 
  1.19  chosen not to be vaccinated against meningococcal disease.  The 
  1.20  department of health shall be consulted regarding the 
  1.21  preparation of the informational materials provided in this 
  1.22  subdivision. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective on June 1, 2003.
