  1.1                          A bill for an act 
  1.2             relating to the metropolitan council; removing the 
  1.3             city of Rockford from the jurisdiction of the 
  1.4             metropolitan council; amending Minnesota Statutes 
  1.5             2002, sections 473.121, subdivision 2; 473.123, 
  1.6             subdivision 3c. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 473.121, 
  1.9   subdivision 2, is amended to read: 
  1.10     Subd. 2.  [METROPOLITAN AREA OR AREA.] "Metropolitan area" 
  1.11  or "area" means the area over which the metropolitan council has 
  1.12  jurisdiction, including only the counties of Anoka, Carver, 
  1.13  Dakota excluding the city of Northfield, Hennepin excluding 
  1.14  the city cities of Hanover and Rockford, Ramsey, Scott excluding 
  1.15  the city of New Prague, and Washington. 
  1.16     Sec. 2.  Minnesota Statutes 2002, section 473.123, 
  1.17  subdivision 3c, is amended to read: 
  1.18     Subd. 3c.  [DISTRICT BOUNDARIES.] The council district 
  1.19  boundaries are as follows: 
  1.20     (1) The first council district consists of that portion of 
  1.21  Hennepin county consisting of the cities of Champlin, Corcoran, 
  1.22  Dayton, Greenfield, Independence, Loretto, Maple Grove, Maple 
  1.23  Plain, Medicine Lake, Medina, Minnetrista, Mound, Osseo, 
  1.24  Plymouth, Rockford, Rogers, and St. Bonifacius, and the town of 
  1.25  Hassan. 
  1.26     (2) The second council district consists of that portion of 
  2.1   Hennepin county consisting of the cities of Brooklyn Center, 
  2.2   Brooklyn Park, Crystal, New Hope, and Robbinsdale. 
  2.3      (3) The third council district consists of that portion of 
  2.4   Hennepin county consisting of the cities of Deephaven, Edina, 
  2.5   Excelsior, Greenwood, Hopkins, Long Lake, Minnetonka, Minnetonka 
  2.6   Beach, Orono, Shorewood, Spring Park, Tonka Bay, Wayzata, and 
  2.7   Woodland. 
  2.8      (4) The fourth council district consists of Carver county, 
  2.9   that portion of Dakota county consisting of the city of 
  2.10  Lakeville, that portion of Hennepin county consisting of the 
  2.11  cities of Chanhassen and Eden Prairie, and that portion of Scott 
  2.12  county in the metropolitan area not included in the fifth 
  2.13  council district. 
  2.14     (5) The fifth council district consists of that portion of 
  2.15  Hennepin county consisting of the cities of Bloomington and 
  2.16  Richfield and the unorganized territory of Fort Snelling, and 
  2.17  that portion of Scott county consisting of the cities of Savage 
  2.18  and Shakopee. 
  2.19     (6) The sixth council district consists of that portion of 
  2.20  Hennepin county consisting of the cities of Golden Valley and St.
  2.21  Louis Park and that portion of the city of Minneapolis lying 
  2.22  west and south of a line described as follows:  commencing at 
  2.23  the intersection of the southern boundary of the city of 
  2.24  Minneapolis and Interstate Highway 35W, northerly along 
  2.25  Interstate Highway 35W to Minnehaha Parkway, northeasterly along 
  2.26  Minnehaha Parkway to 50th Street E., westerly along 50th Street 
  2.27  E. to Stevens Avenue S., northerly along Stevens Avenue S. to 
  2.28  46th Street E., westerly along 46th Street E. to Nicollet Avenue 
  2.29  S., northerly along Nicollet Avenue S. to 36th Street W., 
  2.30  westerly along 36th Street W. to Blaisdell Avenue S., northerly 
  2.31  along Blaisdell Avenue S. to 34th Street W., westerly along 34th 
  2.32  Street W. to Grand Avenue S., northerly along Grand Avenue S. to 
  2.33  32nd Street W., westerly along 32nd Street W. to Harriet Avenue 
  2.34  S., northerly along Harriet Avenue S. to 31st Street W., 
  2.35  westerly along 31st Street W. to Garfield Avenue S., northerly 
  2.36  along Garfield Avenue S. to Lake Street W., westerly along Lake 
  3.1   Street W. to Lyndale Avenue S., northerly along Lyndale Avenue 
  3.2   S. to the Burlington Northern Railroad tracks, westerly along 
  3.3   the northern branch of the Burlington Northern Railroad tracks 
  3.4   to Glenwood Avenue N., westerly along Glenwood Avenue N. to the 
  3.5   western boundary of the city of Minneapolis. 
  3.6      (7) The seventh council district consists of that portion 
  3.7   of the city of Minneapolis lying within a line described as 
  3.8   follows:  commencing at the intersection of the northern 
  3.9   boundary of the city of Minneapolis and the Mississippi River, 
  3.10  southerly along the east bank of the Mississippi River to State 
  3.11  Highway 122 southwesterly along State Highway 122 to Cedar 
  3.12  Avenue S., southerly along Cedar Avenue S. to Minnehaha Avenue, 
  3.13  southeasterly along Minnehaha Avenue to Cedar Avenue S., 
  3.14  southerly along Cedar Avenue S. to Hiawatha Avenue, southerly 
  3.15  along Hiawatha Avenue to 28th Street E., westerly along 28th 
  3.16  Street E. to 21st Avenue S., southerly along 21st Avenue S. to 
  3.17  32nd Street E., westerly along 32nd Street E. to 19th Avenue S., 
  3.18  southerly along 19th Avenue S. to 34th Street E., westerly along 
  3.19  34th Street E. to Bloomington Avenue S., southerly along 
  3.20  Bloomington Avenue S. to 36th Street E., westerly along 36th 
  3.21  Street E. to 10th Avenue S., southerly along 10th Avenue S. to 
  3.22  38th Street E., westerly along 38th Street E. to Elliot Avenue 
  3.23  S., southerly along Elliot Avenue S. to 44th Street E., westerly 
  3.24  along 44th Street E. to Chicago Avenue S., southerly along 
  3.25  Chicago Avenue S. to 50th Street E., westerly along 50th Street 
  3.26  E. to Park Avenue S., southerly along Park Avenue S. to 
  3.27  Minnehaha Parkway, westerly along Minnehaha Parkway to the 
  3.28  eastern boundary of the sixth council district, northerly and 
  3.29  westerly along the boundary of the sixth council district to the 
  3.30  western boundary of the city of Minneapolis, northerly and then 
  3.31  easterly along the boundaries of the city of Minneapolis to the 
  3.32  point of origin. 
  3.33     (8) The eighth council district consists of that portion of 
  3.34  the city of Minneapolis not included in the sixth or seventh 
  3.35  council district. 
  3.36     (9) The ninth council district consists of that portion of 
  4.1   Anoka county not included in the tenth council district and that 
  4.2   portion of Ramsey county consisting of the cities of Blaine and 
  4.3   Spring Lake Park. 
  4.4      (10) The tenth council district consists of that portion of 
  4.5   Anoka county consisting of the cities of Columbia Heights, Coon 
  4.6   Rapids, Fridley, and Hilltop, that portion of Hennepin county 
  4.7   consisting of the city of St. Anthony, and that portion of 
  4.8   Ramsey county consisting of the cities of Mounds View, New 
  4.9   Brighton, and St. Anthony. 
  4.10     (11) The eleventh council district consists of that portion 
  4.11  of Ramsey county consisting of the cities of Arden Hills, Gem 
  4.12  Lake, Little Canada, North Oaks, Roseville, Shoreview, Vadnais 
  4.13  Heights, and White Bear Lake and the town of White Bear, and 
  4.14  that portion of the city of Maplewood not included in the 
  4.15  twelfth council district, and that portion of Washington county 
  4.16  consisting of the city of White Bear Lake. 
  4.17     (12) The twelfth council district consists of that portion 
  4.18  of Ramsey county consisting of the city of North St. Paul and 
  4.19  that portion of the city of Maplewood lying east and south of a 
  4.20  line described as follows:  commencing at the intersection of 
  4.21  the southern boundary of the city of Maplewood and White Bear 
  4.22  Avenue, northerly along White Bear Avenue to North St. Paul 
  4.23  Road, northeasterly along North St. Paul Road to the eastern 
  4.24  boundary of the city of Maplewood, and that portion of 
  4.25  Washington county not included in the eleventh or sixteenth 
  4.26  council district. 
  4.27     (13) The thirteenth council district consists of that 
  4.28  portion of Ramsey county consisting of that portion of the city 
  4.29  of St. Paul lying south of a line described as follows: 
  4.30  commencing at the intersection of the eastern boundary of the 
  4.31  city of St. Paul and Old Hudson Road, westerly along Old Hudson 
  4.32  Road to White Bear Avenue, northerly along White Bear Avenue to 
  4.33  East 3rd Street, westerly along East 3rd Street to Johnson 
  4.34  Parkway, northerly along Johnson Parkway to East 4th Street, 
  4.35  westerly along East 4th Street to Mounds Boulevard, 
  4.36  southeasterly along Mounds Boulevard to East 3rd Street, 
  5.1   southeasterly along East 3rd Street to the Burlington Northern 
  5.2   Railroad tracks, northerly along the Burlington Northern 
  5.3   Railroad tracks to the east-west Burlington Northern Railroad 
  5.4   tracks, westerly along the east-west Burlington Northern 
  5.5   Railroad tracks to Interstate Highway 35E, southerly along 
  5.6   Interstate Highway 35E to University Avenue, westerly along 
  5.7   University Avenue to Cleveland Avenue, southerly along Cleveland 
  5.8   Avenue to Interstate Highway 94, westerly along Interstate 
  5.9   Highway 94 to the western boundary of the city of St. Paul. 
  5.10     (14) The fourteenth council district consists of that 
  5.11  portion of Ramsey county consisting of the cities of Falcon 
  5.12  Heights and Lauderdale, and that portion of the city of St. Paul 
  5.13  not included in the thirteenth council district. 
  5.14     (15) The fifteenth council district consists of that 
  5.15  portion of Dakota county consisting of the cities of Apple 
  5.16  Valley, Burnsville, Eagan, Lilydale, Mendota, and Mendota 
  5.17  Heights. 
  5.18     (16) The sixteenth council district consists of that 
  5.19  portion of Dakota county in the metropolitan area not included 
  5.20  in the fourth or fifteenth council district, and that portion of 
  5.21  Washington county consisting of the cities of Cottage Grove, 
  5.22  Hastings, and St. Paul Park, and the towns of Denmark and Grey 
  5.23  Cloud Island.
