A bill for an act
relating to local government; prohibiting the acceptance of a municipal ID for state
or federal services; proposing coding for new law in Minnesota Statutes, chapter
415.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) For the purposes of this section, the following terms have
the meanings given.

new text begin (b) "Municipal ID" means a photographic identification card in physical or electronic
form created and provided by a municipality to a resident of the municipality that includes
the individual's name, date of birth, residential address, and any other identifying information
as required or authorized by the municipal ordinance.

new text begin (c) "Municipality" means a statutory or home rule charter city.

new text begin (d) "Resident" means a person who resides within the municipality's corporate boundaries
for a minimum of 30 continuous days immediately prior to application for a municipal ID
and who submits documentation demonstrating identity and residency as required in this
section.

new text begin Notwithstanding any law or rule to the
contrary, a municipal ID does not qualify as proof of identification required for the receipt
of one or more services provided by the state or through a federal program administered by
the state or a political subdivision thereof.
