A bill for an act
relating to health; authorizing the use of funds in the public health response
contingency account for public health screenings at long-term care facilities and
for health screenings of visitors and staff.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) Notwithstanding Minnesota Statutes, section 144.4199, subdivision 4, the use of the
funds transferred to the public health response contingency account in Laws 2020, chapter
66, may also be used for:

(1) developing training materials related to screening visitors to and staff of long-term
care facilities;

(2) distributing training materials to operators of long-term care facilities; and

new text begin
(3) purchasing temporal artery thermometers and other screening tools to identify visitors
to and staff of the facility that may be infected with SARS-CoV-2 virus or have coronavirus
disease 2019 (COVID-19).

(b) For purposes of this section, long-term care facilities include nursing homes; boarding
care homes; housing with services establishments as defined in Minnesota Statutes, section
144D.01, subdivision 4, paragraph (a), clause (1); and intermediate care facilities for people
with developmental disabilities.

(c) The commissioner shall comply with Minnesota Statutes, section 144.4199,
subdivisions 5, paragraph (b), and 7, paragraph (b), prior to authorizing expenditures from
the public health response contingency account for any of the uses described in this section.
